Vodafone Idea Misses Deadline: DoT to Issue Notice Over Rs 6,091 Crore Bank Guarantee

Vodafone Idea, one of India’s leading telecom operators, has missed the critical deadline of March 10, 2025, to submit a bank guarantee of Rs 6,091 crore to the Department of Telecommunications (DoT). This guarantee was required to cover a shortfall in payments for spectrum acquired during the 2015 auction. The DoT is now expected to issue a formal notice to the company, seeking clarification on the missed deadline and outlining potential next steps.

The DoT had directed Vodafone Idea to either provide a bank guarantee of Rs 6,091 crore for one year or make a cash payment of Rs 5,493 crore by March 10, 2025. This requirement stems from a one-time partial shortfall in payments for spectrum acquired in the 2015 auction. Despite the company’s aggregate payments for other spectrum auctions exceeding the pro-rated value of the spectrum used, the 2015 auction remains an exception.

Vodafone Idea had requested the DoT to waive this bank guarantee, but the request was denied. The company is currently engaged in discussions with the telecom department to find a resolution, as it lacks the necessary funds to meet either requirement. Vodafone Idea holds Rs 12,090 crore in cash and bank balances, but these funds are committed to ongoing capital expenditures, primarily for network expansion.

The 2021 telecom reforms abolished the requirement for bank guarantees in future spectrum auctions. However, this waiver did not apply to the 2015 auction, leaving Vodafone Idea with a significant financial obligation. The DoT has relaxed rules for spectrum acquired in 2012, 2014, 2015, 2016, and 2021, provided that total payments exceed the pro-rated value of the spectrum used. Vodafone Idea meets this condition for most auctions but falls short for the 2015 auction.

Failure to submit the bank guarantee could lead to severe consequences, including the government reclaiming the spectrum. This would significantly impact Vodafone Idea’s operations and its ability to provide services to its customers. The company is already facing financial challenges, with total liabilities to the government amounting to Rs 2.27 lakh crore, including deferred spectrum payments and adjusted gross revenue (AGR) dues.

As Vodafone Idea navigates this critical situation, its ability to secure a resolution with the DoT will be closely watched. The company’s financial health and operational stability depend on finding a viable solution to this bank guarantee requirement.
