The Telecom Regulatory Authority of India (TRAI) has announced its decision to prioritize satellite spectrum pricing over the regulation of over-the-top (OTT) platforms such as WhatsApp, Telegram, and Google Meet. According to TRAI Chairman Anil Kumar Lahoti, a consultation paper on satellite spectrum pricing will be released soon, signaling the regulator’s focus on addressing the critical need for spectrum pricing in satellite communications.
While the Telecommunications Act 2023’s Service Authorization Framework did not include OTT apps, TRAI plans to explore their regulation separately. For now, TRAI’s efforts are directed at simplifying spectrum pricing and lowering barriers to entry for telecom service providers under its new “Unified Service Authorization” policy. This approach aligns with the government’s “One Nation – One Authorization” policy, aiming to reduce costs and streamline telecom operations.
The new framework divides authorizations into three categories: main service, auxiliary service, and captive service authorizations. The streamlined system is designed to cut compliance costs and allow telecom providers to continue under their existing licenses or migrate voluntarily to the new regime.
